Job Purpose
The post holder will be accountable to the Director of the Programme Management of the Regional Medical and Dental Locum Reduction Programme. The post holder will, in collaboration with the Project Manager, provide support to 7 regional workstream themes and 19 workstream sub groups and the delivery of key actions outlined in the Medical and Dental Locum Reduction action plan.
In collaboration with the Project Manager the post holder will coordinate and support the delivery of the key actions through the reform programme and support the administration that will be needed to facilitate the work of the individual workstreams. They will work with Trusts Senior Responsible Officers (SROs), Hospital Management Teams, Department of Health (DoH) and NIMDTA teams as well as business and support services such as finance, performance and planning, HR, etc to facilitate improvement of the Medical and Dental Workforce and services, in line with strategic direction and ensure safe and efficient services that meet the needs of our population.
The post holder will play a key role in the planning, coordination, progression, monitoring and evaluation of the programme workstreams
The post holder will be supporting each sub group to deliver on an agreed set of activities and objectives. These will require the identification, collection and analysis of data. Eg the Medical and Dental workforce group will need to collect data relating to all medical specialities across Northern Ireland, their vacancy rates, agency usage and expenditure by specialty by grade, trust or hospital site. The post holder would be expected to be able to analyse, interpret and present the data identifying trends across Trusts, specialties or teams and identify if this is within agreed resources/parameters or outside of these. They should be able to identify an improving or worsening position in respect of the project aims and suggest/propose early corrective action for consideration by the wider team.
Main Responsibilities
· The post holder will lead a number of subgroups to support the successful delivery of the programmes key actions as laid out in the action plan including delivery of short, medium and long term actions
· The post holder will facilitate sub-groups to ensure they have adequate support to carry out their function
· The post holder will support sub groups to develop terms of reference and action plans specific to each sub group
· The post holder will ensure sub-group meetings are progressing the key actions outlined and agreed and that updates are provided for reporting to the Programme Board
· The post holder will work closely with professional heads of service within the Region/Trusts to ensure their engagement is secured and advice received in line with delivery of Medical and Dental Workforce requirements
· Evaluate progress and identify and report on issues as they arise
· Apply project management methodology to manage project risks, adhering to HSC/Trusts Risk Management Policy
· Provide project management to ensure improvement initiatives are implemented and dealt with promptly and effectively, escalating matters (locally and regionally) as necessary
- Ensure appropriate monitoring and governance arrangements are in place with improvement projects
- Develop strong partnerships with key stakeholders/managers aiming to ensure there is local and regional consistency and transparency in relation to policies and practices
- Attend a wide variety of high-level meetings in relation to improvement activities and develop a strong understanding of the various service challenges to help with prioritising activity
· Achieve effective communication, ownership and engagement by working collaboratively with designated leads, HR, service heads/managers and financial /planning representatives across HSC NI
· Contribute to the successful implementation of improvement projects in line with defined timelines and finances
· Raise issues locally to the Project Manager and the Programme Management Board of the Regional Medical and Dental Locum Reduction Programme to aid decisions in relation to Trust/Regional plans and risk management strategies
