Job purpose
The post-holder will be an implementation and stabilisation lead within the HR pay, terms and conditions team. They will develop efficient procedures and guidance to ensure the effective preparation, testing and implementation of the new HR System (Oracle). They will navigate the team through the transition to the new system and coordinate the communication, engagement and training to deliver a successful implementation. After implementation the post-holder will help future proof the service by reviewing processes, identifying opportunities for improvement and ensuring the service develops in line with best practise and the evolving needs of the Trust. They will develop accurate reporting and investigation mechanisms to support decision making and will support the HR Manager and the team in delivering a comprehensive and effective service across the Trust.
The post holder will be responsible for the management of the effective utilisation of the current HR System (HRPTS) and its replacement (Oracle) within HR Pay, Terms and Conditions service. Particularly, the co-ordination of interface activity with the Payroll Shared Service Centre and Recruitment and to act as systems specialist for HR Systems and HR/Payroll processing. The post holder will support the Head of Service ensuring full and effective utilisation of the HR Systems and associated pay processes.
The post holder will take the data and digital lead in the Pay, Terms & Conditions team, and will source evidence based data to facilitate the review of policies, procedures and practices within the service and to ensure its compliance. This role will contribute to the ongoing modernisation of HR Pay, Terms and Conditions service by identifying and utilising advances in digital technology to enhance process, improve user experience and support a more efficient and future ready service. As part of this role, the post holder with work with other stakeholders specifically to review information management compliance within the service, and will develop a plan for modernisation, business continuity and digital storage of personnel files and information.
The post holder will be required to provide advice and guidance to staff and managers on a wide range of Pay, Terms & Conditions issues. They will develop and maintain excellent working relationships with a wide variety of key stakeholders, both internal and external to the Trust including Payroll, BSO recruitment, Equip Project Team (Oracle) HSC Pensions. The post holder will also be required to participate on designated interface groups both locally and regionally.
Main responsibilities
- To provide expert HR Advice on how system changes impact policies, procedures and working practices making recommendations where updates are required
- To map, review and redesign HR Terms and Conditions processes to ensure they align with the new system’s workflow and best practice
- To coordinate and support data migration activities including cleansing legacy data, validating uploads and resolving data-quality issues
- To support the HR Manager in system testing, identifying and documenting issues and working with the wider team and key stakeholders for resolutions and improvements
- To develop, plan and deliver training sessions to the HR Terms and Conditions team and produce internal standard operating procedures in collaboration
- To produce clear guidance, toolkits and communications on the HR System’s technical functionality to the Pay, Terms & Conditions team, the wider HR function and to Managers across the Trust
- Monitor pre and post go live issues identify themes and support continuous improvement initiatives
- Support the stabilisation period following implementation ensuring issues are resolved, processes are embedded and the HR Terms and Conditions team are confident in new ways of working
