Job summary
The post holder will manage the delivery of a governance and assurance service in Medical HR, across a range of functions to provide accurate and timely data to support medical and dental workforce planning and reporting. The post holder will be responsible for liaising with doctors, dentists, services, senior managers and clinical leaders to guide, inform and direct on workforce governance issues and will lead on strategic planning for optimal statutory and contractual compliance in areas including job planning and resident doctor monitoring.
The post holder will work closely with the Medical Directors Office, SLE and colleagues in Medical Education to promote and maximize compliance with both statutory and contractual obligations of our medical and dental staff, developing communications with staff, services and managers to proactively promote prospective job planning, compliance with rota monitoring and to assure robust processes and accurate data outputs. This will include providing assurance of alignment of data on the electronic job planning system and HRPTS to support assurance of accurate payments to staff.
The post holder will also be responsible for assuring compliance with Working Time Directive guidance on recording of working hours for all directly employed medical and dental staff and other ad hoc governance matters as may arise from time to time.
The post holder will deliver regular updates to workforce data in the Medical Staffing Baseline reports and will seek to develop effective and efficient data collection, collation and presentation tools.
Main responsibilities
- Develop a work plan to assimilate recent project work on Job planning to Business as Usual taking account of the findings of the PTS audit 2024/25.
- Interpret and apply Medical and Dental Terms and Conditions of Service, providing advice, guidance on Job Planning to doctors and managers at all levels.
- Regularly review the Job Planning process with colleagues in Medical HR, Medical Director’s office and across Trusts, to assure compliance with Trust procedures and DoH requirement.
- Liaise with regional colleagues to assure consistency in Job Planning processes across HSCNI.
- Work with the Medical Directors office to introduce and implement the new electronic Job Planning system to facilitate e Job planning for all Trust employed Consultants and SAS doctors.
- Provide administrative support to users of the eJob Planning system Provide support to the Job Planning Steering Group as required.
- Develop and deliver a range of engagement strategies for doctors, managers and senior staff to encourage and facilitate prospective Job planning across the Trust.
- Develop and provide regular reports for Job Planning Steering Group, Operational Group,
- CMT and others as may be required on activity and compliance rates
- Attend SMTs to advise and report on Job Planning
- Work with services and medical staff to effect optimal compliance aligned to the Job Planning Calendar and Protocol.
- Develop and deliver training and awareness programmes for medical staff and medical managers on contractual obligations and process in support of compliance.
- Review and assure payments to medical staff through HRPTS are accurate and reflective of signed off Job Plans through a regular check off process. Through this monitoring and check off reduce overpayments/underpayments.
- Monitor and review processes and provide assurance on the accurate payment of recurring allowances including Management allowances, on call supplements.
- Monitor and review ad hoc payments to assure that payments are appropriately authorised and at the agreed rate.
- Review and assure actions arising from Internal Audits.
- Monitor and assure the implementation of in year adjustments to Job Plans.
- Monitor and address compliance with the Working Time Regulations of Job plans across the Trust, reporting as required.
- Assure that all new starts, leavers contract changes are reflected on the Job Planning system.
- Contribute to a regional Job Planning group
